FRA Co-founder Appointed Monitor to Balfour Beatty Communities

The US Department of Justice (DOJ) has appointed Frances McLeod, an FRA founding partner, to serve as the monitor to Balfour Beatty Communities LLC (BBC), a US real estate investment and management company.

In 2021, the DOJ announced its resolution of criminal and civil investigations with BBC, “one of the largest providers of privatized military housing to the US Armed Forces, for defrauding the US Air Force, US Army, and US Navy, in connection with a scheme to defraud the US military”.

BBC pleaded guilty to one count of fraud and agreed to the appointment of an independent compliance monitor for a three-year period.

Frances McLeod is deeply involved in FRA’s extensive monitorships track record. She has also served as independent monitor to IAV GmbH and FCA US LLC.
